Davao City has once again been placed under the Modified General Community Quarantine (MGCQ) for August 1-15, 2020 but with lesser strict health and safety regulations. In Mayor Sara Duterte’s latest Executive Order No. 47 issued on August 4, 2020, she stated that “it is important to find a balance so people can continue to live, work, and do business in the midst of a Covid-19 pandemic.” In the saide executive order, four (4) essential health practices were emphasized and must be followed at all times: (1) Stay home, (2) Wear a face mask, (3) Stay at least one meter away from other people, and (4) frequent handwashing with soap and water.
The use of face shields as per section 2(b) of the executive order are optional to the general public but are mandatory for a.) offices and establishments where there is a high volume of people moving inside the premises and b.) where the job of the worker puts him in close contact with other individuals. Recently, a DOTr Memo Circular 2020-14 has been released in which Mayor Sara said “ang mga magsuot og face shield under DOTr Memo Circular 2020-14 mao ang mga gagamit og public transportation, and then kadtong mga employees nga ang ilang trabaho mag sigeg atubang or isturya sa ubang tao.” While there has been a significant discussion on whether everyone should wear a face shield or not, the rule of the Davao City government is clear: wear face shields at work when you deal with a lot of people and when you are using a public mode of transportation.
